Cutting Instructions: 

Red.......          (4) 6 1/2" squares

Med Blue....... (16) 3 1/2" squares - draw a line on wrong side

Dark Blue...... (5) 6 1/2" x WOF  (If you miter your borders, you will need 1 more strip)

White............ (5) 3" x WOF
Sewing Instructions: 

Assemble your rows as shown:   NOTE:  ROTATE BLOCKS AS NEEDED
  Block 1                    Block 2                    Block 2                  Block 3
    Block 4                 Block 5                   Block 5                     Block 4
Block 4                       Block 5                 Block 5                   Block 4
    Block 4                   Block 5                      Block 5                 Block 4
    Block 3                   Block 2                    Block 2                 Block 1
Borders:

Inner borders:   Sew the 3" WHITE strips together end to end.  Cut (2) 50 1/2", and sew to sides of top (NOTE: Measure through middle of top to get exact measurements!).   Next, cut (2)  45 1/2", and sew to top and bottom. (NOTE: Measure again through middle of top to get exact measurements!).

Outer Borders:  Sew the 6 1/2" DARK BLUE strips together end to end.  Cut (2)  55 1/2", and sew to sides of top (Measure through middle of quilt to get exact measurements!).  Next, cut (2) 45 1/2" strips.  Sew (1) Corner Block to each end, then sew to top and bottom of top.
Using previous clue instructions, make outer border corner blocks:
Square up to 6 1/2" if needed.
