Third Inside Border:   Sew (6)  1 1/2"x WOF WHITE strips together, end to end (or use 10" strips sewn together.

top and bottom.

Outside Border:  Sew the 5" x WOF BLUE strips together end to end (or if using 5"x10" strips, sew them together
end to end).

Cut (2) strips 60 1/2" and sew to sides of quilt.  Next cut (2) strips 58" each, and sew to top and bottom of quilt.
(Note:  When cutting border strips, it's always a good idea to measure your quilt through the middle to determine your actual border measurement, as some 1/4" seams may not be accurate everytime, and your border measurements could be a smidgeon off.)
